FORT HOOD (CBSDFW.COM) - Four people are confirmed dead and at least 14 people are injured following a shooting at the Fort Hood army post Wednesday evening, according to the House Homeland Security Chair and U.S. Representative from Texas Michael McCaul.  CBS News confirms the shooter is among the dead and was killed by a self-inflicted wound.  The shooter has been identified as a soldier.  He has been identified at 34-year-old Ivan Lopez.  The shooting reportedly started as the result of a dispute between soldiers.

KWTX also reports approximately 20 rounds were fired. The FBI, Bell County Sheriff?s Department and the Texas Department of Public Safety all responded to the shooting.

Fort Hood has sent a tweet asking all personnel to take shelter in place. Sirens have been going off on post to alert people to about the situation:

The 1st Calvary Division, based at Fort Hood, also sent an alert via Twitter warning people to close doors and stay away from windows.

Text of President Barack Obama's remarks at a Chicago restaurant about Wednesday's shooting incident at Ford Hood, Texas:

Huh?

I just got off the phone with Vice Chairman of the Joint Chiefs of Staff Sandy Winnefeld to get the latest report on the situation at Fort Hood.

Obviously, we're following it closely. The situation is fluid right now, but my national security team is in close contact with not just the Defense Department, but the FBI. They are working with folks on the ground to determine exactly what happened, to make sure that everybody is secure. And I want to just assure all of us that we are going to get to the bottom of exactly what happened.

You know, any shooting is trouble. Obviously this reopens the pain of what happened at Fort Hood five years ago. We know these families. We know their incredible service to our country and the sacrifices that they make. Obviously our thoughts and prayers are with the entire community. And we are going to do everything we can to make sure that the community of Fort Hood has what it needs to deal with the current situation but also any potential aftermath.

We're heartbroken that something like this might have happened again. And I don't want to comment on the facts until I know exactly what has happened. But for now, I would just hope that everybody across the country is keeping the families and the community of Fort Hood in our thoughts and in our prayers. The folks there have sacrificed so much on behalf of our freedom. Many of the people there have been through multiple tours in Iraq and Afghanistan. They serve with valor, they serve with distinction, and when they're at their home base, they need to feel safe.

We don't yet know what happened tonight, but obviously that sense of safety has been broken once again. And we're going to have to find out exactly what happened. The Pentagon will undoubtedly have further briefings for you as we get more details about what happened.

The FBI and ATF have responded to the scene of the shooting. Unconfirmed reports say the shooter, identified as 34-year-old Ivan Lopez, died from a self-inflicted gunshot wound. Pete Williams of NBC News reported that the attacker had been wearing an Army combat uniform.

Three injured soldiers are being treated at Scott & White Memorial Hospital in Temple, a city about 20 minutes outside Fort Hood. The hospital said two soldiers were critical and one is in very critical condition.

KCEN-TV reported that the shooting had taken place at a medical support building on the Army post. While the shooting was happening, soldiers were reportedly jumping over fences to escape the attacker.

Fort Hood, a sprawling Army post next to Killeen, Texas, had been under a shelter-in-place order most of the evening but is now re-opening. Warning sirens had been sounding across the post, warning, ?Close your windows! Seek shelter immediately!? Wounded victims were transported to local hospitals.

Now, many soldiers are sitting in traffic jams, stuck in their cars as they try to leave the gates of the post.

Multiple people died and others were injured Wednesday when a shooter opened fire at Fort Hood, the sprawling Army post in Texas still on edge after a mass shooting left 13 dead in 2009, officials said.

A senior military official and law enforcement official said the suspected shooter was among the dead. The Army post said the report was "unconfirmed."

The initial report is the incident started as a soldier-on-soldier attack, law enforcement sources told CNN. The preliminary assessment is that the incident is not terror-related, the sources said.

Fort Hood did not give specific numbers on casualties.

Four patients were being treated at Scott & White Hospital in Temple and two others will require surgery soon after being airlifted there. The patients' conditions range from "stable to quite critical," according to a hospital official.

Others were taken to Darnall Army Medical Center, not far from the Medical Brigade building where the shooting occurred, said a soldier who lives nearby and who spoke on the condition of anonymity.

Shooter was being evaluated for mental heath issues/PTSD/traumatic brain injury.  Was on medication.

They have not notified his next of kin, so they will not release his name.

He served 4 months in Iraq in 2011.

Shooting occurred at two different buildings, the shooter drove from one location to another.

Shooter was using a S&W .45 caliber automatic pistol.

Arrived at Ft. Hood in February.

He was in a parking lot when engaged by military police; shot himself in the head when confronted.

Again refused to rule out terrorism, although nothing is pointing to it at this time.

Was not wounded in action nor has a Purple Heart.

All casualties were military.

Lt. General Mark Milley, commander of Ft. Hood is speaking.

Shooting started at roughly 4:00PM.

Lock down lifted.

Police engaged the shooter who then killed himself.

They do not see any links to terrorism, but "nothing has been ruled out."  FBI, AFT, local PD, Texas Rangers, Texas DPS, Army CID, etc. are assisting.

More than four hours after the shooting, all-clear sirens sounded as the lockdown at the post was lifted. Hundreds of cars began streaming from the giant complex, many including children who had been kept locked-down in schools since gunshots were first reported at about 4:30 p.m.

A military official told NBC News that the deceased shooter, identified as 34-year-old enlisted Army soldier Ivan Lopez, took his own life and appeared to be the only shooter, despite an earlier report of two possible gunmen.

Lt. Gen. Mark Milley, the commanding general at Fort Hood, refused to identify the gunman during a news conference Wednesday night pending notification of family members.

Milley said the sequence of events are not 100 percent clear but that investigators believe the shooting began when a soldier assigned to the 13th Sustainment Command (Expeditionary) fired shots at individuals in the 1st Medical Brigade. Milley said the shooter then left that building, got into a vehicle and continued firing. He then went to another building at the post, went inside and opened fire.  The gunman, when confronted by a military police officer, put his gun to his head and pulled the trigger.

The gunman was armed with a single weapon, a .45-caliber Smith & Wesson handgun he had recently purchased, Milley said.

The gunman had served four months in Iraq in 2011 and was currently under diagnosis for post traumatic stress disorder, but had not been officially diagnosed with PTSD, Milley said. He added the shooter was undergoing behavioral health care for depression and anxiety, had a self-reported traumatic brain injury and was not physically injured in combat.

NBC News learned that Lopez served with the Puerto Rican Army National Guard and was an E4 in the U.S. Army.  NBC News reported that the shooter was in uniform and that the shooting rampage may have resulted from an argument with other soldiers in the motor pool and was not related to terrorism.

The names of the victims have not yet been released, though Milley did confirm that all of the victims are military personnel.  Officials at Fort Hood said the names of the victims will be released 24 hours after all family have been notified.

8:55 p.m. update: At 8:50 p.m., sirens at Fort Hood went off, signaling the end of the lockdown at the post. Cars immediately began pouring out of Fort Hood?s main gate.

8:45 p.m. update: A shooting left four dead and 14 injured at this massive Army post Wednesday afternoon, according to U.S. Rep. Michael McCaul, who told reporters that it is ?way too early? to know the shooter?s motive.

McCaul said the suspected shooter used a .45-caliber pistol and died at the scene, and that he was wearing an Army uniform. He said it wasn?t clear if he was an active duty soldier or an ?impostor.? He said the victims are presumed to be soldiers.

?It is very tragic that this is happening in our backyard,? McCaul said.

The Associated Press reported that the gunman shot himself, citing a Justice Department report.

Four patients are at Scott & White Hospital in Temple, the highest level trauma center in the region, with conditions ranging from ?stable to quite critical,? according to Dr. Glen Couchman, chief medical officer at Scott & White. He did not have details on their injuries. He indicated that two more patients are being flown in. All have gunshot wounds. Couchman said the hospital is ?well-stocked? with blood and blood products.?

At Fort Hood, the shooting sparked unwelcome memories of the Nov. 5, 2009, mass shooting at the post, in which then-Maj. Nidal Hasan opened fire on soldiers waiting for final medical checks, killing 13 and wounding more than 30.

As in that case, Wednesday?s shooting took place at a medical building, McCaul said.

President Barack Obama vowed Wednesday evening to ?get to the bottom? of the shooting.

?Obviously this reopened pain of what happened at Fort Hood five years ago,? he said. ?Obviously our thoughts and prayers are with the entire community and we are going to do everything we can to make the community of Fort Hood has what it needs to deal with a tough situation but also any potential aftermath.?

Tayra Dehart, whose husband is a sergeant stationed here, said she heard of the shooting on the news and headed to the post.

?I am a nervous wreck right now,? said Dehart, who is pregnant.

Her husband, who she would not name, last spoke to her around 5:30 p.m. Though he sounded nervous, he told her he was safe, she said.

A girlfriend of a private first class stationed on post who did not want to be named said she has been unable to communicate with her boyfriend since she learned of the shooting.

?That?s the scariest thing of all,? she said.

The post was locked down after the shooting and a Fort Hood soldier who answered the phone at a building near the shooting said, ?We?re camping out. ? The only guidance we?ve been giving is to hunker down.?

8 p.m. update: U.S. Rep. Michael McCaul told reporters the suspected shooter was wearing an Army uniform, but that it wasn?t clear if he was an active duty soldier or an ?imposter on the base.?

He added that the shooter used a .45-caliber pistol.

McCaul said that it is ?way too early? to know what the motive was, but noted the post had been the scene of the 2009 mass shooting by self-described jihadist Nidal Hasan and an attempted bombing a year later. ?My concern is that Fort Hood is becoming sort of a target of jihadists,? he said. ?It is very tragic that this is happening in our backyard.?

McCaul also confirmed that the shooting occurred at a medical building, but did not specify which one.

Some of the patients have single gunshots wounds and others have multiple wounds, he and a surgeon said, with injuries to the neck, chest, abdomen and extremities.

Couchman said they expect to update the public about patient conditions again at 9:30 p.m.

7:25 p.m. update: An FBI spokeswoman said ?there is no indication at this time? that an alert that an Army recruit planned a ?Fort Hood-inspired jihad against U.S. soliders? is related to Wednesday?s shooting.

Fox News reported on Monday that the alert, referring to the 2009 shooting at Fort Hood that left 13 people dead, said FBI became aware of a recruit who had ?publicly stated his intention to commit jihad, bidding farewell to his family and friends and making comments indicating his jihad was imminent.?

Lee also said that there was no manhunt for the recruit, as Fox News suggested.

7 p.m. update: Four people, including the shooter, are dead and 14 people were wounded in a shooting at Fort Hood, U.S. Rep. Michael McCaul told CNN, saying that his information was based on a briefing he received as chairman of the House committee on homeland security.

?It?s too early to rule that out,? he said, referring to terrorism. ?The situation is very fluid at this point.?

In a statement Wednesday night, President Barack Obama said the shooting reopened the pain of what Fort Hood experienced five years ago.

A quarter-mile from the main gate at Fort Hood, police and armed military officials are questioning people as they try to approach. Only essential personal are being allowed to enter Fort Hood.

The fatal shooting Wednesday at Fort Hood, the second in less than five years, has renewed calls for Congress and the Defense Department to end restrictions on servicemembers carrying weapons on post.

According to the Army, the gunman in Wednesday's shooting was carrying a handgun that was not registered at Fort Hood. He was able to kill three before killing himself, and wound 16.

Lawmakers, as well as survivors of the 2009 shooting, claim he could have been stopped sooner if others on base had their weapons by their side.

"When our soldiers are unarmed, they will find themselves in a situation like yesterday and in 2009," Sgt. Howard Ray, a survivor of the 2009 mass shooting in which 13 people were killed, told Fox News.

One source who was at the scene when the Fort Hood lockdown was ordered Wednesday also raised concerns about current DOD policy.

Gen. Raymond Odierno, the Army chief of staff, described the shooter as ?an experienced soldier? who had given nine years of service to the Puerto Rico National Guard before enlisting in the active-duty Army in 2008.

While with the National Guard, the shooter served a one-year deployment to the Sinai Peninsula in Egypt. In 2011, after he joined the Army full-time, he served four months in Iraq and was one of the last U.S. troops to come home at the end of the war.
