At what point is this a crime?

In Texas in the 70's the Texas Rangers were ordered by the Governor to arrest the, "killer Bees" (democrats who fled to New Mexico to prevent a vote) and drag themback to Austin to fullfill their Constitutional duties.

 It's a crime at the point when they intentionally evade their State Constitutional duties, and crossing State Lines to avoid arrest comes into play here, making it Federal, but I doubt the Obama gestapo will do their duty.
