It's really best that they get insurance or we still have the problem of uninsured going to the ER for a cold....and then not paying the hospital.

well, that's the whole point.  or one of them, anyway.  how does the government "encourage" someone to do something that they weren't inclined to do in the first place?  and keep in mind that we are talking about the central government, with all of it's crushing authority.
